The SHA believes everyone in our community deserves access to quality built and thoughtfully designed homeownership opportunities in Silverton. We are building move-in ready homes, designed for lasting quality and paired with programs that make homeownership attainable for our community for years to come.
The Anvil Townhomes are 2- and 3-bedroom, energy efficient, climate hardy, quality finished homes soon to be available for-sale to income qualified households.
Building and Site Info

The site plan features two fourplex units and one single-family home with on-site parking and convenient walk-up access. The buildings will be constructed by Fading West Building Systems, a modular manufacturer in Buena Vista that emphasizes quality and efficient building systems. The modular product has been designed to deliver exceptional energy efficiency, which will reduce operating costs for homeowners and comply with Climate Zone 7 requirements.


The Anvil Townhome Development is designed to increase the affordable housing supply in Silverton by 10% in one building season, bringing homeownership opportunities to households that are otherwise priced out of the Silverton housing market.
The Anvil Townhome Development will fulfill the Town of Silverton's Proposition 123 commitment and aligns with the Town's Compass Master Plan goal of expanding housing choices, opportunities and affordability for the Silverton community.
Location and Accessibility
The design includes one unit built to “visitable” standards with zero-step entries, wider doorways, and accessible bathrooms. Additionally, the unit is adapted for sensory impairment accessibility.
All project materials, advertising, and outreach will be provided in English and Spanish.

Interested in purchasing a home?
The Anvil Townhome units will soon be available for-sale to income-qualified buyers. The application period has not yet been announced.
When the application period opens, interested buyers must submit an application to be entered into a drawing. This drawing will determine the Waitlist order, which is the order in which qualified buyers will purchase a home.
Applicants must meet the income requirements for the unit they are applying for and be pre-approved for a mortgage at the home's sale price. Sale prices will be published when the application period is announced.
Applicants may also earn additional entries into the Waitlist Drawing if they are employed, retired, or living in San Juan County.
There will be four waitlists:
- 3 homes available at 80% AMI (Area Median Income)
- 3 two-bedroom homes at 100% AMI
- 2 three-bedroom homes at 100% AMI
- 1 three-bedroom home at 140% AMI
All homes will be subject to affordability covenants designed to keep them attainable for the community. These covenants require that the home be used as the owner's primary residence and limit the resale value with a 3% annual appreciation cap.

Application Preparation
Step One: Review Income Requirements
- Check which AMI (Area Median Income) level your household qualifies for (80% AMI, 100% AMI or 140% AMI):
- We've created an income-qualification assessment for the Anvil Townhomes to see which units you may qualify for: Preliminary Eligibility Assessment.
- To determine your exact AMI level, refer to the 2025 San Juan County Area Median Income Chart.
- If your income is just over the 80%, 100%- or 140% AMI income limits, we encourage you to connect with us.
Step Two: Review Program Guidelines
- The Anvil Townhomes have Affordability Covenants that govern the use and sale of the property while you own it. It is important to understand these use restrictions and if they align with your housing preferences and goals.
- The Anvil Townhomes Ownership Program is adopted in the Silverton Affordable Housing Guidelines. Interested applicants are encouraged to review the Anvil Townhome Ownership Program requirements prior to applying.
Step Three: Sign up for the SHA Email List
- While we do our best to communicate on a variety of outlets, our SHA Email List is where we will share important announcements concerning the development progress and application information. Register for the SHA Email List.
Step Four: Take a Homebuyer Education Course
- Taking a Homebuyer Education Course is an important step to learn about the mortgage and real estate process and fine-tuning your credit score and budget to ensure you are ready to own a home.
- We strongly encourage applicants to take a course from HomesFund as they offer significant down-payment assistance which may be the key to unlocking homeownership for you. Visit their website for their class schedule. Otherwise, Housing Resources of Western Colorado will be teaching a course in Spanish in-person in Silverton October 18th (details coming soon).
Step Five: Connect with a Mortgage Lender
- Contact a lender to understand your purchasing budget. You will need a pre-approval letter for the application once the sale prices are released.

- Signed Predevelopment Agreement with Tributary Development / Fading West Development.
- San Juan County conveyed land to SHA 8/28/2024.
- Awarded $1,097,000 in grant funding from the Colorado Division of Housing and the Colorado Health Foundation.
- Entered into a Development Agreement with Tributary Development July 2025.
- SHA adopted the Anvil Townhome Ownership Program into the Silverton Affordable Housing Guidelines.
